Born on 15th January, 1910, obtained his degree in Law from the Madras Law College in 1932 and after his apprenticeship course for one year under the able guidance of Shri B. Jagannadha Das (the 2nd Chief Justice of Orissa High Court and retired Judge of the Supreme Court) then practising in the Madras High Court was enrolled as an Advocate of the Madras High Court in the year 1933. After enrolment he shifted his practice to Berhampur when he worked in association of Sri Lingaraj Panigrahi (the 3rd Chief Justice of Orissa High Court) who was then an Advocate of Berhampur Bar. In 1940 Hon’ble Justice Misra joined Orissa Judicial Service and with the rich experience of Bar in association with two legal luminaries, continued till 1947. In 1955 he was promoted to the rank of District Judge and in that capacity he worked as Deputy Secretary, Superintendent of Legal Affairs and Ex-officio Additional Secretary to the Law Department, Additional Member of the Administration Tribunal and Registrar of Orissa High Court wherefrom he was elevated to the Bench.
He served as the Judge of Orissa High Court from 19.7.1967 - 14.1.1972.
